Accessibility of the website

Commitment from the CIAP

Article 47 of the French Equal Opportunities Act (loi sur l’égalité des chances) of 11 February 2005 stipulates that all public online communication services must be accessible to all.

The commitment of the CIAP Les Récollets in terms of digital accessibility has been reflected in its desire to redesign its website in order for it to be totally compliant with the French General Framework for Accessibility Improvement (Référentiel général d'amélioration de l'accessibilité, RGAA).

To do this, the CIAP has decided to produce its website based on the Elgarweb system that was set up throughout the Basque Country. This system was devised by the elected representatives of the network Municipal Commissions / Intermunicipal Commission for Accessibility (Commissions communales / Commission intercommunale pour l'accessibilité) which represents the 158 member municipalities of the Basque Country Agglomeration Community (Communauté d'agglomération Pays Basque, CAPB). 

The objective was to allow each municipality to provide its citizens with a website that is both eco-designed (energy-efficient) and accessible (compliant with the RGAA). Thus, the Elgarweb project was born.

Levers in favour of digital accessibility (equivalent to a multi-year digital accessibility strategy and action plans)

The creation of this website benefited from the technical support of the CAPB's Accessibility Mission. This support was an opportunity to raise awareness among people working for the municipality, whether agents or elected officials, of the challenges and obligations relating to digital accessibility.

The main levers in favour of digital accessibility (equivalent to a multi-year digital accessibility strategy), are mentioned below.

Appointment of the Digital Accessibility 

The CIAP has appointed Camille MANON as the Digital Accessibility.

His or her main missions are:

  • To ensure the accessibility of the information that feeds this website and, in general, of all the digital services used by the CIAP, in the context of its digital communication;
  • To ensure that requests from users who encounter an accessibility issue are handled; and
  • To ensure that digital accessibility is considered in the various digital projects carried out by the CIAP (procurement procedures, contractual clauses, etc.).

Use of expertise from outside the municipality

The CIAP benefits from the support of the CAPB's Accessibility Mission and, if necessary, will involve a service provider who is an expert in accessibility, depending on the projects.

Functional and technical scope

At this stage, the CIAP is responsible for the following digital services:

  • The main CIAP website, which is the subject of this accessibility page;
  • The CIAP Les Récollets application;
  • Business software used by agents in the performance of their missions; 
  • Street furniture.

With the exception of the main CIAP site, the room for manoeuvre in favour of digital accessibility is limited by the supply situation, the capacity and the means of digital solution publishers to make those digital solutions compliant with accessibility regulations.

However, the CIAP undertakes to regularly question these publishers in order to offer accessible services to users. In the meantime, users experiencing an accessibility problem are invited to contact the CIAP directly according to the procedures below.

The Accessibility Statement

This Accessibility Statement applies to the https://www.ciap-recollets.fr french website.

Compliance StatusThe CIAP website (https://www.ciap-recollets.fr) is in full compliance with the General Accessibility Improvement Framework (RGAA version 4.1).

Test results

The https://www.ciap-recollets.fr website was created using the Elgarweb system. As such, it uses the Elgarweb common core (page templates and features) whose compliance audit was carried out on 21 September 2024 by the company Access42, revealing full compliance with RGAA version 4.1.

The elements customised by the municipality, namely the graphic design and the contents, were audited on 24 February 2025 by the Accessibility Mission of the Basque Country Agglomeration Community (CAPB), of which the municipality is a member. The audit found full compliance with RGAA version 4.1.

The aggregation of the two audits reveals that the website is 100% compliant with the RGAA version 4.1.

User agents, assistive technologies, and tools used to verify accessibility

Web page tests were performed using the following combinations of web browsers and screen readers:

  • Firefox 130 and NVDA 2024.3.1;
  • Firefox 130 and JAWS 2023;
  • Safari 17.6 and VoiceOver (macOS);
  • Safari and VoiceOver (iOS 18);
  • Chrome 129 and TalkBack 15.0.

The accessibility check is the result of manual tests, assisted by tools (dedicated CSS sheets, HeadingsMaps and WebDeveloper Toolbar extensions, Color Contrast Analyser).
